How HUD home bidding works for investors
Investors cannot bid on a HUD home for its first 15 days (5 if graded "uninsured"). From day 16 anyone may bid; bids are sealed, go through a HUD-registered broker, and HUD picks the highest net to HUD, not the highest price.

Owner-occupant buyers, HUD-approved nonprofits, and government entities. Nobody else.
An agent who "gets you in early" as an investor. Owner-occupant certification is a federal form, not a gray area.

UI clears out most retail buyers. Fewer competitors, but the repair bill that earned the grade is now yours.
An IE or UI grade tells you repairs were found; it does not tell you which. The grade is not an inspection.
3. You cannot click "bid" yourself: the NAID broker ruleHUD Home Store

Use the broker search on HUD Home Store. Ask how many HUD bids the broker has submitted this year.
The bid is sealed. You never see competing offers, so there is no second round to "come up a little."
4. Bids are opened in batches, not as they arriveML 2025-13 §IV.B.2.f.v(B)(2)

Bidding on day 1 earns nothing; days 1–10 are one pile. In the extended period the asset manager opens bids at the end of each business day.
A Friday bid in the extended period is not read until Monday. A price cut can land in between.
5. HUD picks the highest net, not the highest priceML 2025-13 §IV.B.2.f.v(B)
ML 2025-13: HUD "will choose the winning bid, which produces the greatest net return to HUD." HUD Home Store FAQ: bids are ranked by "the highest net to HUD." Checked 2026-08-26.
Every dollar of closing help you request is subtracted before ranking. A cleaner bid at a lower price can win.
Brokers often quote an "accepted range" as a percent of list price. HUD publishes no such number; treat any figure as folklore.
6. Why the window is 15 days againML 2025-13 background
HUD's own background section: REO sales to nonprofits and government entities during the longer window "remain at near-zero levels." Checked 2026-08-26.
HUD tried a 30-day window in 2022 to steer more homes to owner-occupants and nonprofits. Its 2025 review found the extra days moved almost nothing, so listings on or after May 30, 2025 are back to 15.
What this means in practice. Find a registered broker before you find a house; set a calendar alert for day 16 (day 6 for UI); write one bid with the net-to-HUD math done; and underwrite the repairs that earned the grade. FAQ
Can an investor bid on a HUD home during the exclusive listing period?
No. Under HUD Mortgagee Letter 2025-13, only owner-occupant buyers, HUD-approved nonprofits, and government entities may bid during the exclusive listing period. Investors may bid once the property enters the extended listing period, which begins after 15 days for insured listings and after 5 days for uninsured listings.
What do IN, IE, and UI mean on a HUD listing?
They are FHA financing grades from HUD Home Store. IN (Insurable) means the house qualifies for an FHA loan as-is. IE (Insurable with Repair Escrow) means it qualifies if repairs estimated at no more than $10,000 are escrowed at closing. UI (Uninsured) means estimated repairs exceed $10,000 and a standard FHA loan is not available unless a 203(k) renovation loan can be arranged.
Do I need a special agent to bid on a HUD home?
Yes. Bids on HUD Home Store must be submitted by a broker registered with HUD, identified by a NAID (Name Address Identifier). A buyer cannot submit a bid directly. HUD Home Store has a broker search tool to find registered brokers by area.
Does the highest bid win a HUD home?
Not necessarily. HUD ranks bids by the net return to HUD, which is your price minus any closing costs and commissions you ask HUD to pay. A lower price with no requested credits can beat a higher price that asks HUD to cover closing costs.
